Description / Scope of Work
Tehsil Head Quarter Thal (MNS) Hospital Layyah, under the Health & Population Department of the Government of Punjab, invites sealed bids for seven separate framework contracts for the financial year 2026-27. The procurement encompasses local purchase of medicines (day-to-day and Sehat Sahulat Program items) valued at PKR 4,000,000, medical gases (PKR 1,000,000), surgical items (PKR 10,00,000), stationery items (PKR 1,500,000), printing and pana-flexes (PKR 1,500,000), IT equipment (PKR 1,000,000), and eye items and equipment (PKR 500,000). The total estimated procurement value across all lots exceeds PKR 20 million. Each lot is procured separately using open competitive bidding under the Punjab Procurement Rules 2014. Bidding documents are available from the hospital office during working hours and can be downloaded from the E-PADS website until 10 August 2026 at 11:00 AM.
Eligible bidders must be registered as income tax filers (NTN holders) with GST and PST registration, operating as proprietorships, partnerships, firms, or companies. A bid security of 2% of the estimated cost for each lot is mandatory, payable as a CDR or bank guarantee in favour of MS THQ Thal (MNS) Hospital Layyah from any scheduled bank in Pakistan. Bidders must submit a security bond or e-stamp of worth Rs. 100 attested by an oath commissioner, confirming compliance with tender rules and regulations and absence of involvement in legal proceedings against any government institution. Non-provision of this affidavit will result in technical rejection. Bidders must provide NTN certificate, sales tax registration, and other documents as specified in the bidding documents.
Sealed bids must be submitted to the office of the Medical Superintendent, THQ Thal (MNS) Hospital Layyah, on or before 11:00 AM on 10 August 2026. Bids will be opened at 11:30 AM on the same date in the presence of bidders' representatives. Bidders are instructed to provide final prices inclusive of all applicable taxes, duties, and levies; no post-bid negotiations are permitted.
