For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
Two mosque and school construction/rehabilitation projects in Peshawar totalling approximately Rs. 1.64 million in combined estimates. Both are re-tender notices, suggesting prior bids failed technical or procedural scrutiny—bidders should review past disqualification reasons if available. Tight compliance requirements on PEC certification levels, additional security for aggressive pricing (especially over 20 percent below estimate), and mandatory rate analysis submission signal the employer expects competitive bids backed by defensible costing. Electronic-only submission with courier delivery of physical security creates dual-submission burden; any omission renders bids non-responsive.
Who can bid: PEC registration mandatory: PK-C5 and above with CE-09/CE-10 engineering grades and EE-04/EE-06/EE-11 technical grades. Active KPRA and FBR registration required. Typically, construction contractors must also hold valid SECP or sole proprietor documentation and valid tax clearance certificate. Call deposit in form of bank CDR from scheduled bank account is non-negotiable.
