Description / Scope of Work
The Directorate of Works and Civil Engineering (DW&CE) at Pakistan Air Force headquarters in Chaklala invites sealed tenders for the provision of certain facilities at PAF Base (MM) valued at Rs. 47.590 million. This tender notice, issued under PPRA Rule 13(1) of 2004, is advertised in Urdu and English language newspapers in Islamabad and Quetta for publication on 29 July 2026. The project scope encompasses construction, electrical, mechanical, and plumbing works and services at the PAF facility located in Punjab province.
Eligible bidders must be enlisted with the Pakistan Engineering Council (PEC) in category C-2 or above in the relevant field, with registration validity extending at least to June 2027. Preference is given to firms enlisted with Military Engineer Services (MES) in category A. Applicants must provide evidence of no ongoing litigation with government departments, no outstanding special reports from the Directorate of Inspection and Evaluation (DI&E), and satisfactory completion certificates for similar works executed in the preceding two years. Non-enlisted firms may participate by providing 2 percent bid security as refundable deposit. Contractors are required to furnish comprehensive documentation including work orders, project locations, photographs of completed projects, personnel lists, bank statements, NTN certificates, and income tax returns for the preceding three years.
Bidding documents will be issued to pre-qualified firms and contractors must collect tender documents from HQ DW&CE (PAF) Chaklala by 1130 hours on 13 August 2026, with tender opening scheduled for 1200 hours on the same date. Incomplete applications will be rejected. Interested parties may contact the authorized representative at CMES (PAF) Samungli for further details between 0715 and 1335 hours on all working days. The Accepting Officer reserves the right to accept or reject any tender in accordance with PPRA Rules.
