Description / Scope of Work
The Directorate of Works and Civil Engineering (DW&CE), Pakistan Air Force, Chaklala invites sealed tenders for provision of certain facilities at three Pakistan Air Force bases under PPRA Rule 13(1) of 2004. The scope comprises six separate works packages valued between Rs. 27.293 million and Rs. 59.346 million: two packages at PAF Base (E) totalling Rs. 90.801 million, two at PAF Base (N) totalling Rs. 61.561 million, and two at PAF Base (C) totalling Rs. 118.692 million. The total estimated contract value across all six packages exceeds Rs. 271 million. These are military engineering services contracts covering construction, electrical, mechanical and plumbing works at defence installations in Federal territory.
Eligible firms must be enlisted with the Pakistan Engineering Council in Category C-2 or above in their relevant field with validity extending at least to June 2026. Preference is given to firms enlisted with Military Engineer Services in Category A; non-enlisted firms may bid but must provide 2% bid security refundable. Bidders must furnish satisfactory completion certificates from previous projects, detailed work orders with location and photographic evidence, and declare that they are not involved in any litigation with government departments. Additional requirements include a certificate of non-involvement with Directorate of Inspection and Evaluation, bank statements, National Tax Number certificates, and income tax returns for the preceding three years.
Bidding documents will be provided to pre-qualified firms immediately after publication of this tender notice, subject to payment of printing costs only. Sealed tenders must be received at HQ DW&CE (PAF) Chaklala by 13 August 2026 at 1130 hours and will be opened the same day at 1200 hours. Interested parties should contact CMES (PAF) Chaklala authorized representative between 0715 and 1335 hours on working days for clarification. Incomplete applications will not be entertained, and the Accepting Officer reserves the right to accept or reject any tender in accordance with PPRA Rules paragraph 33(1).
