Miscellaneous Aviation Spares Supply by Central Aviation Spares Depot

Central Aviation Spares Depot (EME) at Qasim Army Aviation Base, Dhamial Camp, Rawalpindi invites sealed tenders from reputed firms holding valid NTN certificates for the supply of miscellaneous aviation spares and related items. The procurement is governed by PPRA rules with quantities representing approximate requirements for the complete financial year 2026-27. Purchase orders will be placed in batches and packages based on immediate operational needs, with shelf-life items requiring careful management. The tender reference is 81201-EME/LP/26-27/IT-7, covering approximately 30 line items detailed in Annexures A and B. Suppliers should note that delivery periods are one month for locally sourced items and three months for imported stores, with a validity period extending to 30 June 2027. Eligibility is restricted to firms registered with Central Aviation Spares Depot or those holding valid Military Intelligence Directorate security clearance for interaction with the Pakistan Army. Firms with pending deliveries from the previous financial year are barred from participation. Bidders must possess comprehensive financial capability, provide non-defaulter and non-blacklist certificates from government and military organizations, and submit a tender fee of Rs. 3,000 per tender. Bid security or earnest money equivalent to five percent of the total bid amount is compulsory and must be submitted as a pay order or bank draft in the name of the Commandant CASD. Remaining shelf-life of supplied items must be at least eighty percent of total life at delivery. All branded items require manufacturer authorization certificates and certificates of conformance.

Tenders in two separate sealed envelopes marked Technical Offer and Commercial Offer must be submitted by 17 August 2026 at 1030 hours at the main gate tender box, CASD (EME) Rawalpindi. Technical offer opening occurs at 1100 hours the same day. Commercial offer opening dates will be communicated separately to qualified bidders after technical evaluation completion. Participation by authorized firm representatives is mandatory.
