11 kV electrical feeders and infrastructure works across KPK districts by Tribal Electric Supply Company

Tribal Electric Supply Company (TESCO) invites electronic bids for ten separate packages of 11 kilovolt electrical infrastructure construction and rehabilitation works across Khyber Pakhtunkhwa, including independent feeders to healthcare facilities and educational institutions, village electrification schemes, and snowfall damage restoration. The total estimated cost across all packages ranges from approximately 1.1 million to 33.5 million Pakistani rupees, covering works in districts including Bajaur, North Waziristan, Kurram, and Khyber. Individual projects involve safe handling and transportation of high and low tension steel structures, conductor installation and sagging, distribution line construction, installation of 11 kilovolt outgoing panels with accessories, earthing and stay provision for structures and transformers, and comprehensive testing and commissioning in accordance with WAPDA, PPMC and TESCO standards.

Eligible bidders must be registered with PPRA E-PADS version 2.0 and the Pakistan Engineering Council (PEC) for the financial categories and codes specified, with demonstrated two years of experience in similar construction work and successful completion of at least two comparable contracts within the preceding five years. Bidders must be active tax payers with the Federal Board of Revenue and KPRA with minimum average annual turnover of 25 million rupees and current month bank balance of 5 million rupees. Registration documents, previous work orders, completion certificates and satisfactory performance certificates from concerned authorities are mandatory. All attached documents including PEC registration, FBR tax returns, National Tax Number, Computerized National Identity Card, Call Deposit Receipts and work orders must be certified genuine through statutory affidavit.

Bid documents are available on the E-PADS portal at https://ppra.gov.pk and at the office of the Executive Engineer, TESCO Construction Division, Peshawar. A non-refundable tender cost of 3,000 rupees must be deposited online with Allied Bank Limited prior to bid closing. Bidders must submit 2 percent of estimated project cost as bid security in the form of an original sealed Call Deposit Receipt from a scheduled Pakistani bank; those quoting 10 percent below the engineered estimate must submit additional 8 percent bid security. Electronic bids close on 20 August 2026 at 11:30 hours with opening scheduled at the same time. All bidders must comply with NEPRA safety codes and submit valid renewed PEC licenses before the extended validity deadline of 31 August 2026.
