Description / Scope of Work
The Military Engineer Services (Navy) COMCOAST office at PNS Karsaz Karachi invites pre-qualification applications from contractors and firms for eight distinct works projects across multiple naval establishments in Sindh province. The scope includes construction of a gymnasium facility at RDS Mianwali, abnormal repair and maintenance of wardroom and barracks quarters at PNS Qasim, installation of high-capacity battery charging points at Ormara naval facility, completion of men's barracks at LSS Liaquat Creeks, provision of access roads with bunkers and solar lighting at Marine Canal Post, embankment construction with walking tracks, installation of ship's galley exhaust systems at Younsibad, and water seepage treatment at PNS Makran. The tender encompasses civil works, electrical installations, and maintenance services valued across multiple project heads. Pre-qualification applications must be received by 27 August 2026 at 1500 hours, with tenders from qualified firms due by 1130 hours on 04 September 2026 and opening scheduled for 1200 hours the same day.
Eligibility is restricted to firms and contractors listed on the approved 'D' list of MES contractors or equivalent approved lists of other government departments with demonstrated experience in similar work types. All applicants must provide valid Pakistan Engineering Council registration certificates and bank statements. Contractors not on the MES approved list must submit departmental registration proof, financial standing certificates, staff details, tools and plant inventory, and certified details of work executed in the preceding two years and ongoing projects, attested by a Class-I Gazetted Officer. Contractors not on the MES list or those suspended due to non-deposit of enhanced security must furnish earnest money equal to 2% of the estimated project cost in the form of FDRs or deposits at call pledged to CMES (Navy) COMCOAST, which shall be refunded if pre-qualification is denied or the contract is not secured.
Applications must include comprehensive information on previous work experience during the last two years and current projects, specifying executing agency, work amount, time allowed in months, actual completion dates, percentage progress of ongoing work, and departmental performance reports from the Divisional Engineer or Executive Engineer. Incomplete applications with missing data will not be entertained. MES (Navy) COMCOAST reserves the right to reject all bids or proposals at any time prior to acceptance and shall communicate rejection grounds upon request, though detailed justification is not mandatory.
