Description / Scope of Work
The Punjab Building Department (North Zone), operating under the Communication and Works Department of the Government of Punjab, invites sealed electronic tenders from registered engineering firms and contractors for building works on an items rate basis in accordance with the newly introduced Punjab e-Procurement System. The procurement process follows the Pakistan Public Procurement Regulatory Authority (PPRA) Rules as amended to date. All interested contractors and firms must be currently enlisted or renewed with the Pakistan Engineering Council (PEC) for the financial year in the relevant category, specifications and code. Tender documents containing detailed requirements, specifications, terms and conditions are available on the official e-Procurement portal at https://ep.punjab.gov.pk and the PPRA website at https://ppra.punjab.gov.pk for all registered bidders.
Eligibility is restricted to contractors and engineering firms holding valid PEC licenses with the requisite specifications and code mentioned on their original certificates. Contractors without the relevant specifications code will not be entertained in the bidding process. All bidders must register on the newly introduced e-Procurement System to participate. A 5% bid security shall be submitted electronically through the Punjab e-Procurement System in the manner prescribed, with no physical financial instruments including Call Deposit Receipts being accepted. The system will not permit bid submission unless the required PSID is generated and prescribed bid security is submitted electronically.
Bid documents are immediately available following publication. Tender documents duly signed and stamped must be submitted online as per the specified date and time; manual bids shall not be accepted. Bids submitted through the e-Procurement System will be opened on the prescribed date and time by the Tender Opening Committee at the office of the Commissioner, Rawalpindi Division, Rawalpindi, on 22 August 2026 at 11:00 AM, with quoted rates publicly opened at 11:30 AM in the presence of bidders or their authorized representatives.
