For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
NDRMF is seeking a consulting firm to evaluate its institutional performance across 2016-2025—a nine-year retrospective assessment covering governance, operations, and outcomes.
This is a specialized advisory engagement, not a delivery contract. Scale appears medium to large given the scope and timeframe. The tight deadline (submission 26 Aug 2026, 1100 hrs) requires rapid mobilization. Registration on PPRA EPAD is mandatory. This is a one-off evaluation rather than a recurring contract, likely attractive to firms with public sector evaluation experience.
Who can bid: Consultancy firms must be registered with Income Tax Base Tax Departments. Registration with PPRA EPAD System is mandatory before submission. No specific professional certifications or credentials are stated in this EOI notice; firms should consult the full Terms of Reference for detailed eligibility criteria. Typically, institutional evaluation assignments require firms with proven experience in public sector governance assessments and organizational analysis.
