Tender Details
Description / Scope of Work
The GE (Navy) Lahore invites applications for pre-qualification of contractors and firms to undertake a comprehensive programme of maintenance, repair, replacement and decoration works across naval establishments in Punjab and adjoining provinces. The tender encompasses twenty works packages (items a through u) covering furniture restoration, interior decoration, electrical installations, water supply and gas services, and artificer work at multiple locations including Naval Cantonment Wharf Lahore, PNS Punjab, PNR&SC Faisalabad, and facilities in Multan, Sialkot, Bahawalpur and Rahim Yar Khan. The total estimated cost is not explicitly stated in the pre-qualification notice; however, earnest money is referenced as 5 percent of estimated cost for contractors not on the MES approved list. Pre-qualified contractors will receive tender documents on the same date, with submissions required by 11:30 hours on 26 August 2026 and opening at 12:00 hours the same day.
Eligible applicants must be registered with the Income Tax and Sales Tax departments, listed as active taxpayers with the Federal Board of Revenue, and hold valid registration with the Pakistan Engineering Council. Contractors on the approved list 'E' of MES or equivalent Government Department lists are preferred and should provide valid PEC registration certificates and recent bank statements. Contractors not on the MES approved list must submit proof of registration with their respective department, a statement of financial standing with bank certificate, details of employed staff, inventory of tools and plants, and documented experience of similar works completed in the last two years. Contractors suspended from the MES approved list due to non-payment of enhanced standing security must deposit earnest money equal to 5 percent of estimated cost in the form of funds on deposit or call, duly pledged to GE (Navy) Lahore, which is refundable if pre-qualification is unsuccessful.
Applications must be submitted in person or by post to GE (Navy) Lahore by the deadline stated above. All applications must include the prescribed proforma detailing work executed during the last two years and in hand, including the issuing agency, contract amount, time allowed, actual completion date, progress percentage for ongoing work, and departmental performance reports from the relevant Divisional Engineer or XEN. Incomplete applications with missing data will not be entertained. GE (Navy) Lahore reserves the right to reject all bids or proposals at any time prior to acceptance and shall communicate rejection grounds upon request but is not obliged to justify those grounds.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a large multi-package pre-qualification tender for furniture services, building trades and MEP technical contracts across Naval Command installations in Punjab and adjacent provinces.
Twenty distinct work packages suggest a substantial rolling maintenance programme rather than a single project. Bidders must hold PEC registration and government tax compliance; those not on the MES approved list face significant documentation requirements. The earnest money requirement (5% of estimated cost) and emphasis on two-year work history suggest moderate to large contract values per package. Non-standard deadline timing (August 2026) and broad geographic scope across five provinces indicate this may be a recurring framework arrangement.
Who can bid: Applicants must be registered with FBR as active taxpayers, hold PEC registration, and ideally appear on the MES approved list 'E' or equivalent Government Department registers. Those not pre-listed must demonstrate prior execution of similar works in the last two years with Divisional Engineer/XEN performance reports. Bank certification of financial standing is mandatory. Contractors previously suspended from MES list must deposit 5% earnest money.
