Pakistan State Oil Company Limited invites quotations for providing vinyl replacement services on blue bars at Neutral Vendor Retail Outlets (NVROs) in the Hyderabad Division, Sindh. The scope of work encompasses supply and installation of new vinyl on 4,505 feet of blue bars at PSO House and other retail locations. The service includes careful removal of existing vinyl without damage to the acrylic substrate, electronic cutting and application of approved translucent vinyl from manufacturers such as 3M (models 3630-156, 3630 VT, 3630-015, 3630-22) or Avery (models 5560, 5500-763, 5504, 5501) or equivalent, with all joints sealed using 3M taping. The vinyl width is standardised at 16 inches, and work must comply with approved PSO colour specifications and design standards. The contractor must provide a minimum five-year warranty from the principal manufacturer and possess valid Authorized Convertership certification. Eligibility requires possession of valid Authorized Convertership from the vinyl manufacturer, demonstrating capability to execute signage and graphics work to PSO standards. The contractor must comply strictly with all Health, Safety and Environment (HSE) standards laid down by PSO, including provision of adequate personal protective equipment to all workers, use of certified equipment and third-party certified scaffolding or safety apparatus where required. All tools and equipment must be properly maintained and HSE compliant. The contractor bears full responsibility for any damage to the acrylic sheets during removal or installation and must replace damaged sheets at no cost to PSO. Contractor shall indemnify PSO against all losses, liabilities, claims and damages arising from execution of work and is wholly responsible for any accidents or injuries incurred during the contract period.
Quotations must be submitted by 25 August 2026. The contract is issued for a five-month period from issuance of the Service Order. Part payment against partial completion is permitted. All Government taxes are included in the quoted rates.
