Description / Scope of Work
Pakistan Ordnance Factories (POF), Government of Pakistan, invites sealed quotations for the supply of indigenous materials, plant and machinery as detailed in the tender schedule. This open competitive bidding follows PPRA Rule 36(b) single stage two envelope methodology and is advertised under tender enquiry reference 0123/LP/CMC/56/P-E dated 10 June 2026. The procurement covers supplies to be delivered to POF facilities at Wah Cantt, Punjab, or on free-on-rail basis with delivery schedules and pricing to be specified by bidders in their quotations. The tender applies to registered and unregistered suppliers, including foreign firms, who meet stipulated eligibility and financial security requirements.
Eligible bidders must submit quotations electronically via www.ebidding.pof.gov.pk and in sealed hard copy format before 30 minutes prior to opening time on 07 September 2026 at the Bid Centre adjacent to Rabita Hall, POF Wah Cantt. Quotations must remain valid for at least 90 days from tender opening. Bidders are required to furnish a non-refundable tender fee of Rs. 500 by crossed postal or pay order, and bid security ranging from 2 to 5 percent of quoted value depending on firm registration status, subject to specified maximum ceilings. For plant and machinery, technical offers must be submitted separately from commercial offers, with no pricing indicated in technical documentation. All suppliers must provide proof of cleared professional tax and relevant tax registration numbers or certificates.
Tender documents are available through the e-bidding portal and at the Bid Centre. Bid opening will occur at 12:00 hours on 07 September 2026, where bidders may witness proceedings with proper authority letters for representatives. Successful bidders must provide performance bonds not exceeding 10 percent of contract value. Inspection of supplies will be conducted by POF-nominated authority at supplier's cost, and rejected stores must be replaced within specified timeframes. Stores will be booked under Military Credit Notes provided by the purchaser, and applicable taxes and duties must be quoted separately with valid registration references.
