Description / Scope of Work
The Environment Protection and Climate Change Department, Government of the Punjab, through its Strategic Planning and Implementation Unit, invites pre-qualification applications from national and local companies and firms for the design, supply, installation, commissioning, operation and maintenance of an integrated hyperlocal sensor mesh (HySeM) network under the Lahore Air Improvement Framework (LAIF) project. The complete package encompasses solar power backup systems, a central data management system, monitoring software, and associated services. The project scope is detailed in Section V of the pre-qualification document, with full technical specifications and requirements provided therein. This is a comprehensive turnkey solution requiring bidders to demonstrate capability to undertake the entire scope without partial participation permitted.
Eligibility criteria require applicants to be registered on the Punjab E-Procurement System (EP) and with relevant registration authorities and tax departments. Joint ventures and consortiums are permitted to participate. The pre-qualification process shall be conducted in accordance with the Punjab Procurement Rules 2014 (amended to date) and is open to all prospective applicants meeting the specified requirements. National competitive bidding through the e-Procurement portal is mandated for this procurement.
Pre-qualification documents are available for download from https://ep.punjab.gov.pk/, the Punjab Procurement Regulatory Authority website at http://www.ppra.punjab.gov.pk, or can be collected during office hours from the Strategic Planning and Implementation Unit at Gate No. 8, National Hockey Stadium, Gaddafi Stadium, Ferozepur Road, Lahore. Applications must be submitted online through the Punjab E-Procurement System by September 1, 2026 at 11:00 AM. Applications will be opened at 11:30 AM the same day. Late submissions or applications not conforming to the prescribed method will be rejected.
