Description / Scope of Work
The Strategic Planning and Implementation Unit (SPIU) under the Environment Protection and Climate Change Department, Government of the Punjab, invites pre-qualification applications from national and local companies, firms, and joint ventures through the Punjab E-Procurement System for execution of the Lahore Air Improvement Framework (LAIF) project. The scope encompasses complete design, supply, installation, commissioning, operation and maintenance of an integrated vehicle emission scanning and monitoring system with associated infrastructure. This is a comprehensive package requiring demonstration of full capability to undertake the entire scope; partial participation is not permitted. The project is being implemented in Lahore to support air quality improvement objectives.
Applicants must be registered on the Punjab E-Procurement System (EP) and with relevant registration authorities and tax departments. Joint ventures and consortiums are permitted to participate. The pre-qualification process will be conducted in accordance with Punjab Procurement Rules 2014 (as amended). All applications must be duly completed, signed, stamped and submitted in complete conformity with the pre-qualification document requirements. Partial or conditional applications will result in immediate disqualification.
Applications must be submitted online through the Punjab E-Procurement System website on or before 24 August 2026 at 11:00 AM. Applications will be opened at 11:30 AM on the same date.
