Description / Scope of Work
The Executive Engineer, Communication & Works Division Swabi II, invites electronic bids from eligible contractors for four development projects funded by Tobacco Cess in tobacco-growing regions under a block provision arrangement. The works comprise construction and maintenance activities totalling approximately PKR 1.66 billion across multiple locations: toppping of Jehangira Road (0.27 km), construction rehabilitation and black topping of Jabar Walayat Khel Road (0.76 km), street pavement at Jabar Road, and slab culvert construction at Jabar Road in Khyber Pakhtunkhwa province. All projects fall under the Tobacco Cess Development Initiative scheme and must be completed according to the specified work orders and schedules.
Bidders must be registered as C6 and above category contractors with the relevant provincial authority code, demonstrating financial and technical capacity. All bids must be accompanied by tender form fee at 0.03 percent, bid security at 2 percent of the engineer's estimate, and stamp duty as prescribed under KPPRA S.R.O. 14/Vol: 1-24/2021-22. Bids must be submitted electronically through the EPAD system with complete supporting documentation scanned and uploaded alongside the electronic submission. Authority letters from bidding firms must be duly signed and stamped by the owner or authorized representative.
Bid documents are available for download from https://kp.epa.usure.gov.pk/. All bids must be submitted electronically before 12:00 PM on 09 September 2026, with financial bid opening scheduled for 12:30 PM the same day. Incomplete, unsealed, or late bids will not be entertained. Bids remain valid for ninety days from submission.
