The Deputy Conservator of Forests, Sahiwal Forest Division invites sealed tenders for the supply and delivery of a total of 61,200 plants across two separate projects in District Vehari, Punjab. The first project covers D.M. Road in Tehsil Vehari and involves the supply of 32,130 plants including ornamental and flowering trees and shrubs (17,325 units of varieties such as Amaltas, Lagerstroemia, Kachnar, and Tabebuia) and ground cover species (14,805 units) with 25 percent restocking provision. The second project covers 36 km of roadside and Link Road System (LRS) plantation requiring 29,070 plants including shade-bearing trees (14,850 units of species such as Budha tree, Bakain, Gul-e-mohar, Neem, and Peepal) and ground cover plants (13,395 units). All plants must be supplied in specified pot sizes with heights of 10 to 12 feet for trees and 1 foot for ground cover, with delivery within 15 days of work order issuance. The total estimated contract value is approximately 50.89 million Pakistani Rupees.
Eligible tenderers must be registered with the Federal Board of Revenue (FBR) for active income tax and sales tax for the financial year 2026-2027. All bidders are required to submit a 5 percent bid security of the estimated amount online through an authorized bank. Tenderers must provide item-wise rates for every plant category; failure to quote rates for even a single item will result in automatic bid rejection. Similarly, bids quoting rates higher than prescribed rates will be rejected. Contractors must sign and accept all terms and conditions, provide copies of their CNIC and tax registration certificates, and comply with PPRA (Public Procurement Regulatory Authority) rules applicable in Punjab.
Bid documents must be received by 11:00 AM on 10 September 2026, with tender opening scheduled for 11:30 AM on the same date at the office of the Deputy Conservator of Forests, Sahiwal Forest Division. Payment will be released only after satisfactory inspection and technical committee clearance of all plant specifications. The contractor will bear all costs including taxes, carriage, loading, and unloading. No appeals or complaints will be entertained after tender opening. The selection will follow a Single Stage, Single Envelope procedure in accordance with PPRA Rules 2014 Section 38(1).
