This is a single-stage, single-envelope bidding process for registered firms to supply various stationery products to support the office operations in Quetta, Balochistan. The tender document specifies detailed item lists in Annexure A, with rates to be quoted on a Total Cost of Acquisition basis inclusive of all taxes, delivery charges, and labour costs up to the Accountant General's premises at Zargoon Road, Quetta. The contract period extends until 30 June 2026, with provision for extension pending finalization of the next tender.
Bidders must meet strict eligibility criteria including mandatory registration with the Income Tax Department (NTN), Federal Sales Tax Department (GST), and Balochistan Sales Tax Department (BST). A minimum of three years' documented experience in similar stationery supply assignments is required, supported by supply orders and completion certificates. An earnest money deposit of PKR 150,000 (5% of the bid amount) must be submitted as a bank draft or pay order; cheques are not acceptable. Quoted prices remain valid for twelve months from bid opening.
Bids must be sealed in a single envelope clearly marked with the bidder's name and tender title, addressed to the Deputy Accountant General at Office of the Accountant General Balochistan, Zargoon Road, Quetta. All pages of the bidding documents must be numbered, signed, and stamped by the authorized representative; incomplete documentation will result in rejection. Samples of all quoted items must accompany the bid submission. The procuring agency reserves the right to split work among multiple bidders based on financial criteria and lead times, and to increase or decrease quantities as operational requirements dictate.

The contract runs until end of June 2026 with potential extension. Bidders face strict tri-tier tax registration requirements and must prove three years' prior experience with documentary evidence. The earnest money threshold (PKR 150,000) and minimum turnover (PKR 1 million over three years) suggest mid-sized suppliers are targeted. Work may be split among winners; quantities are variable at the buyer's discretion. No partial payment is offered—full settlement occurs post-inspection within one month.
Who can bid: Bidders must hold active registrations with Federal Income Tax (NTN), Federal GST, and Balochistan State Sales Tax departments—all mandatory. Three years' documented supply experience for similar items is required. Minimum turnover of PKR 1,000,000 over the preceding three years must be evidenced by bank certificate. Typically, only firms with established tax compliance and prior government contract performance are considered for state procurement.
