The Military Engineer Services (MES) of the Pakistan Navy COMCOAST Office at PNS Karsaz, Karachi, invites pre-qualification applications from contractors and firms for the supply of fresh water through bowzers to multiple naval installations, operational bases, and personnel establishments across Sindh. The tender encompasses 39 distinct water supply contracts serving officers, sailors, civilian staff, and operational units stationed at PNS Makran, PNS Akram Gwadar, the Maritime Training Centre (MTC) at Hammerhead Gwadar, various Logistic Support Sites (LSS), the 3rd Frontier Force Battalion, 23rd Frontier Force Battalion, and naval headquarters facilities in Gwadar. This is a critical logistical supply contract essential to the functioning of Pakistan Navy operations in the coastal region.
Eligible bidders must be firms or contractors registered on the approved list 'D' of MES contractors, or registered with other Government departments with demonstrated experience in similar water supply operations. Applicants are required to furnish a valid Pakistan Engineering Council registration certificate and current bank statement. Contractors not on the MES approved list must submit proof of registration with the appropriate authority, financial standing certificates from banks, staffing details, equipment schedules, and comprehensive work history from the past ten years attested by a Class-I Gazetted Officer. Contractors not on the MES list or suspended from it must deposit earnest money equivalent to 2 percent of estimated contract value as an FDR, Deposit At Call, or similar security pledged to CMES (Navy) COMCOAST; this is refundable if pre-qualification is denied or the contract is not awarded.
Pre-qualification applications must be submitted to CMES (Navy) COMCOAST Office at PNS Karsaz, Karachi, by 1500 hours on 9 September 2026. Formal tenders from pre-qualified firms are due by 1130 hours on 16 September 2026 and will be publicly opened at 1200 hours the same day. All applicants must complete and attach the mandatory work experience proforma detailing projects executed during the last ten years and currently ongoing, including project name, executing agency, contract value, duration, completion date, progress percentage, and departmental performance reports from the supervising engineer. Incomplete applications lacking required information will be rejected. CMES (Navy) COMCOAST reserves the right to reject all bids at any stage without justification.
