Description / Scope of Work

The Directorate of Procurement (Navy) invites tenders for the supply of one water tanker with a capacity of 20,000 litres, latest model, fully loaded with latest specifications as per original equipment manufacturer standards. The tender is issued under reference R2608360009 and covers procurement of defence stores for the Pakistan Navy. The scope includes supply of a single unit meeting all specified technical requirements and OEM compliance. This procurement is being conducted through Bahria Gate, Islamabad, Federal Province, in accordance with PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2024).

Eligible bidders must be registered or willing to register with the Directorate General Defence Purchase (DGDP) and possess requisite technical and financial capability to supply defence equipment. Firms must be in compliance with PPRA Rules 2004 and hold appropriate registrations. A bank challan of Rs. 200/- is required for DGDP-registered firms and Rs. 300/- for all other firms in favour of CMA(DP). Bidders are required to submit earnest money as specified in the tender schedule and provide manufacturer authorisation letters where applicable, along with proof of tax filing and relevant certifications.

Tenders must be submitted in sealed envelopes containing three separate sealed sub-envelopes: technical offer in duplicate with all required compliance documents including DP-1, DP-2, DP-3 forms and annexes; earnest money; and commercial offer. The technical tender opening date is 3 September 2026. Quotations must remain valid for 120 days from technical offer opening or until 30 June 2026, whichever is later. Bidders should contact the Directorate of Procurement (Navy) through Bahria Gate, Islamabad, by phone 051-9262306 (general queries), 0331-5540649 (Bahria Gate), or 051-9262307 (Section), or by email at dpn@paknavy.gov.pk and adpn36@paknavy.gov.pk for further information.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

A single-unit procurement of a 20,000-litre water tanker meeting latest OEM specifications.

The tender is for defence equipment under PPRA and DPP&I-35 rules, requiring DGDP registration or willingness to register. The relatively modest scale (one unit, standard water tanker) suggests this is a specific operational requirement rather than bulk procurement. Bidders must navigate multi-envelope submission with duplicate technical documents, earnest money, and commercial offers. The 120-day validity period provides reasonable response time but bidders should note the September 2026 opening and strict DGDP compliance requirements.

Who can bid: Bidders must be registered with DGDP or willing to register. Typically, suppliers of defence equipment require company registration (SECP), valid NTN, and proof of technical capability. Manufacturing authorization letters and tax filing proof are mandatory. DGDP registration is a specific requirement that may exclude many unregistered firms from award even if technically compliant.
