Description / Scope of Work
The Ministry of Poverty Alleviation and Social Safety (PASS), Government of Pakistan, invites bids for the supply of stationery items during the Financial Year 2026-27. This is an annual procurement contract for office supplies to support the ministry's operations in Islamabad. The tender is open to original manufacturers, authorized dealers, reputed stationers, and general order suppliers who meet the specified eligibility criteria. Bidding will be conducted entirely through the E-Pak Acquisition & Disposal System (EPADS) platform, with no manual or hard-copy submissions accepted. All bid opening and evaluation will follow the Public Procurement Regulatory Authority (PPRA) Rules 2004.
Eligible bidders must be registered with the Income & Sales Tax Departments and listed on the Federal Board of Revenue (FBR) Active Taxpayers List (ATL). Suppliers must have their own offices and stock facilities located in Rawalpindi or Islamabad. A bid security of Rs. 35,000 (refundable) is required to be submitted as a bank draft or pay order in favor of the Section Officer (General), PASS, with each bid. All government rates and applicable taxes will be added at the time of supply or work order issuance based on quoted rates.
Interested bidders must register on the EPADS platform at https://eprocure.gov.pk to obtain bidding documents containing detailed specifications, item lists, and terms and conditions. Bidding documents are also available on the websites of M/O PASS and PPRA. The purchase committee will publicly open all valid bids at the Committee Room, Ministry of Poverty Alleviation and Social Safety, 4th Floor, Evacuee Complex, F-5/1, Islamabad, in the presence of bidders or their representatives. The committee reserves the right to reject all proposals at any time prior to bid acceptance under PPRA Rules 2004.
