Description / Scope of Work
The Trade Development Authority of Pakistan (TDAP), under the Ministry of Commerce, invites prequalification proposals from Karachi-based professional vendors for a three-year open framework agreement covering miscellaneous works and services. The scope encompasses civil works including floor tiles, vinyl flooring, wall paneling, wallpapers and roller blinds; sanitary works such as taps, wash basins, commodes and Muslim showers; painting services including whitewash, emulsion paint and primer application; repair works for furniture, air conditioning units and office equipment; and other miscellaneous maintenance activities. This is a prequalification exercise only; technical proposals will be evaluated and financial quotations shall be invited separately through Request for Quotations (RFQs) from prequalified vendors whenever services are required. The initiative aims to establish a panel of technically competent, financially sound and legally compliant vendors to streamline procurement processes, reduce lead times and ensure uninterrupted availability of required services on an as-and-when-needed basis at the TDAP office located in Karachi, Sindh.
Applicants must meet mandatory eligibility criteria including valid NTN registration with active status, valid SRB registration where applicable, physical office presence in Karachi supported by utility bills or rent agreements, and a notarised affidavit confirming non-blacklisting and absence of litigation with any organisation. Only vendors fulfilling all mandatory requirements shall proceed to detailed technical evaluation.
Proposals must be submitted via e-PADS before 11:00 AM on 11-09-2026, with opening scheduled for 11:30 AM the same day. Interested vendors duly registered with FBR (NTN and GST) are invited to submit applications through the e-PADS portal. Vendors will be evaluated on company profile including years of relevant experience in general orders, repairs and renovations; clientele comprising MNCs and local firms; number and experience of employees; and other technical criteria totalling 100 marks. The prequalification process adheres to the Public Procurement Rules, 2004 as amended.
