Description / Scope of Work
The Port Qasim Authority invites requests for proposal for consultancy services for establishment, operation and management of the Sea-to-Steel (S2S) Project at the Iron Ore & Coal Berth (IOCB) at Port Qasim in Sindh Province. This international consultancy procurement seeks qualified service providers to support the development and operational management of this strategic port facility. The tender is being issued under the Public Procurement Rules 2004 with funds reserved for fiscal year 2026-27. Bidders must be eligible entities registered on the e-Pak Acquisition and Disposal System (EPADS v2.0) and capable of delivering integrated consultancy services including project establishment protocols, operational frameworks and management systems for port infrastructure.
Eligibility requirements mandate that all bidders must be registered on EPADS v2.0 and meet standard qualification criteria for international consultancy procurement. Proposals must be accompanied by bid security in the form of a Pay Order or a Bid Securing Declaration on the prescribed format. The tender employs a Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique to evaluate submissions fairly and transparently.
