The Higher Education Department of Azad Jammu and Kashmir invites sealed bids from well-reputed, registered testing service firms to conduct recruitment examinations and tests for regular government positions spanning Basic Pay Scale 07 to BPS 15 across the state. This is a re-invitation of bids following cancellation of the previous tender due to procedural defects in representative authorization. The selected firm will be responsible for the complete examination lifecycle including advertisement publication, application processing, candidate shortlisting, question paper development and secure printing, examination conduct at divisional headquarters and agreed centres, result assessment and preparation, and record maintenance for three years. Bids shall be evaluated under the Single Stage Two Envelope Quality Cost Based Selection Method as prescribed in Rule 36(b) of AJK Public Procurement Rules 2017.
Eligible firms must possess minimum five years of relevant experience in conducting recruitment tests for government or semi-government organizations, supported by documentary evidence. Firms must not have been blacklisted by any government entity and must submit a signed affidavit confirming this. Tax compliance is mandatory: firms must hold a valid NTN, relevant tax registrations, and be listed on the Active Taxpayers List of FBR or AJK CBR. All bids must include bid security of PKR 200,000 in the form of a deposit at call.
Bidding documents are available upon submission of a written request on official letterhead with a non-refundable fee of PKR 5,000 payable by bank draft or banker's cheque to the Deputy Director-General, Secretariat Higher Education. Documents may be obtained until September 8, 2026 at 4:00 PM from the office of the Secretary, Higher Education Department, Right Wing Ground Floor Block 10, Civil Secretariat, Chatter Domel, Muzaffarabad. Sealed bids containing separately marked Technical and Financial Proposals must be submitted by September 9, 2026 at 11:30 AM. Technical proposals will be opened at 12:00 PM the same day in the presence of authorized bidder representatives. The quoted fee must be all-inclusive of applicable taxes in AJK and remain fixed throughout the contract period.
