Description / Scope of Work
District Police Office, Murree invites tenders through open competitive bidding under a Framework Work Contract for the financial year 2026-2027 for procurement of 21 categories of items valued at approximately 51.5 million Pakistani Rupees. The procurement encompasses office stationery, printing materials, computer stationery, electric and sanitary items, cleaning supplies, IT equipment, plant and machinery, furniture and fixtures, vehicle spare parts and maintenance, police building repairs and renovation, uniforms and protective clothing, lubricants, and miscellaneous items required for operational support in Murree, Punjab. This is a framework agreement with validity until 30 June 2027, allowing the procuring agency flexibility to adjust quantities as needed during the contract period. The procurement is conducted in accordance with Punjab Procurement Regulatory Authority Rules 2014 (as amended).
Bidders must be registered firms with active tax payer status on the Federal Board of Revenue list, holding valid GST/PST and Income/Withholding Tax registration certificates. Applicants should have a minimum of five years business experience, possess a valid national identification card (CNIC), maintain good reputation in their field, and not be blacklisted. Bidders must demonstrate sufficient experience in their respective fields supported by relevant documentation. Bid security of 2 percent of the estimated cost for each procurement head must be submitted through the e-Procurement system via PSID from a Scheduled Bank of Pakistan. For lubricant supply, bidders must provide current manufacturer or authorized dealer certificates issued during 2026-2027, or their bids will be rejected. The bid security of the lowest bidder is converted to performance guarantee upon acceptance, except for Uniform and Protective Clothing contracts where a separate 10 percent performance guarantee must be submitted within five days of acceptance.
Bidding documents are available on the PPRA website and through the E-Procurement software portal at https://ep.punjab.gov.pk. Bids must be submitted electronically by 11:30 AM on 7 September 2026, with technical bids opened the same day at 2:00 PM in the presence of the procurement committee and firm representatives. Financial bids will be opened on the tentative date of 18 September 2026 at 12:00 PM. Interested firms should access the EP Procurement Portal Punjab software for document download and bid submission. No tender will be accepted after the prescribed closing date and time. The procuring agency reserves the right to reject any or all bids based on evaluation criteria without justification. Income tax and other government taxes will be deducted as per government rules.
