Port Qasim Authority (PQA), under the Ministry of Maritime Affairs, Government of Pakistan, invites prequalification and proposals for the Sea-to-Steel (S2S) Project, a major integrated industrial development in Karachi, Sindh. The project comprises three linked components: construction and operation of the world's first-class green ship repair and dismantling yard on approximately 100 acres of PQA land at Port Qasim on a Build-Operate-Transfer (BOT) basis for 30 years; operation, rehabilitation, repair, maintenance, financing and potential expansion of PQA's Iron Ore and Coal Berth (IOCB) under license for the same 30-year concession period; and establishment of a green power steel plant on 125 acres at Pakistan Steel Mills in Karachi, to be facilitated by PQA through the Ministry of Industries and Production. This is a strategic initiative to establish integrated sea-to-steel value chains with environmental sustainability at its core.
Bidders must demonstrate substantial experience in similar large-scale industrial and port infrastructure projects. Technical and financial prequalification will be evaluated based on company background, related project experience, financial capacity, technical methodology, implementation capability, and litigation history. Bid security and performance guarantees will be required. Eligible firms may be individual companies or consortia with proven track records in ship repair operations, port terminal management, and steel manufacturing or related heavy industrial development.
