Description / Scope of Work
The Executive Engineer Building Division Sahiwal, under the Punjab Building Department (Central Zone), invites item-rate tenders for the Integrated Record Preservation and Public Access Management System at Divisional Headquarters Phase-I at Sahiwal. The estimated contract value is Rs. 121,552,625 with a completion period of 24 months. This substantial infrastructure project involves the design, development, and implementation of a comprehensive record preservation and public access management system at the district complex in Sahiwal, Punjab. The project is floated under technical sanction S.E B.C.S No.521/G dated 19 August 2026 and represents a significant investment in modernizing government record management capabilities.
Eligible bidders must be registered and renewed with the Pakistan Engineering Council (PEC) for the current financial year in the relevant construction category. Bidders are required to submit earnest money in the form of a Cash Demand Receipt (CDR) from any scheduled bank equivalent to 5 percent of the estimated cost, totaling Rs. 6,077,632. Conditional tenders and bids submitted without earnest money security will be summarily rejected. All bidders must ensure compliance with PEC registration requirements and meet the financial capacity thresholds implied by the contract value.
Complete electronic bids must be submitted online via the e-Procurement System (ePADS) portal at https://punjab.eprocure.gov.pk on or before 15 September 2026 at 12:30 PM, with bid opening scheduled for the same date and time. The original bid security instrument must be submitted in a clearly marked envelope to the Office of the Executive Engineer, Buildings Division, Sahiwal, prior to the electronic submission deadline.
