Description / Scope of Work
The HQ DW&CE (Navy) invites pre-qualification applications from eligible firms and contractors for five separate works under reference 6900/CK,CP & Isld/Lhr /E-6, comprising provision of certain facilities at Karachi, Islamabad, Lahore, and Turbat, plus provision of furniture across all four locations. These tenders are issued in accordance with Clause-13, 15 and 16 of PPRA Rules-2004 and shall be executed at Federal level with scope covering multiple cities across Pakistan. The procurement follows standardized pre-qualification procedures to ensure contractor capability and resource availability.
Eligibility is restricted to firms and contractors enlisted with Military Engineer Services in category A or B, or those registered with other government departments with demonstrated experience in similar works. All applicants must possess valid Pakistan Engineering Council registration renewed up to 30th June 2027 and hold current NTN, FBR, and MES Registration Certificates. Prequalified bidders are required to deposit bid security equal to 2% of the quoted bid cost in favour of DW&CE (Navy) Islamabad, which is refundable to unsuccessful bidders under Clause-25 of PPRA Procurement Code 4th Edition.
Applications must include a comprehensive company profile with descriptions of similar completed works during the last five years citing sponsoring agency, cost, and performance reports; a list of enrolled manpower including engineers with valid PEC numbers; details of tools, plants and machinery; bank statements for the last two years; and all required registration certificates. The completed applications must be received at HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 15 September 2026, with opening scheduled for 1200 hours the same day. Evaluation shall follow bid evaluation criteria formulated by HQ DW&CE(N), and the lowest evaluated responsive bid will be identified and accepted. Incomplete applications will not be entertained, and the Accepting Officer reserves the right to reject any or all applications in accordance with para-33 of PPRA rules-2004.
