Description / Scope of Work
The Punjab Healthcare Commission, an independent regulatory body established under the PHC Act 2010, invites sealed bids for the procurement of short code SMS services through contract initially for one year and extendable for two further yearly terms. The estimated cost is Rs. 3,519,000 including all applicable taxes. The service is required for the PHC operations in Punjab province, and bids shall be received online through the Punjab e-Procurement System as per single stage one envelope procedures.
Eligible bidders must be service providers, companies, or individuals dealing in SMS services and registered with relevant registration authorities and tax departments including Income Tax, Sales Tax, or Punjab Sales Tax. A bid security equal to 2% of the estimated price (Rs. 70,380) must be submitted and transferred online against the PSID generated by Punjab e-Procurement System. Bidders are required to be duly registered with appropriate regulatory bodies and tax authorities to qualify for participation in this procurement.
Bidding documents are available for download from the PHC website www.phc.org.pk, the Punjab Procurement Regulatory Authority website http://ppra.punjab.gov.pk, and the Punjab e-Procurement System. Interested bidders may obtain further information from 29-08-2026 to 13-09-2026 between 09:00 and 17:00 hours. Bids must be submitted online on or before 14-09-2026 at 14:00 hours and will be opened the same day at 14:30 hours. The bid validity period is 120 days. Late bids shall not be accepted, and in case of official holiday on submission day, the next day will be treated as the closing date.
