Punjab Seed Corporation invites international competitive bids for the supply of hybrid seeds for the 2027 marketing and sowing seasons. The procurement encompasses four main lots: Hybrid Maize Seed (50 MT, estimated cost Rs. 25 million), Hybrid Paddy Seed coarse grain (20 MT, Rs. 20 million), Hybrid Sorghum-Sudan Grass seed (100 MT, Rs. 40 million), and Hybrid Vegetable Seeds including Okra, Bitter Gourd, Bottle Gourd, and Brinjal in quantities ranging from 0.04 MT to 3 MT with estimated values from Rs. 2.2 million to Rs. 15 million. The total estimated procurement value exceeds Rs. 170 million. All deliveries must be completed within one month of award letter issuance. The procurement is conducted under the Punjab Procurement Rules 2014 through open competitive international bidding.
Eligible bidders include local and international breeders, manufacturers, authorized suppliers, and registered seed importers. Each offered hybrid must be lawfully approved, registered, or enlisted for commercial cultivation and sale in Pakistan, and bidders must possess or demonstrate the required breeder, importer, and marketing authorizations. Bidders may bid for one or more lots, but each bid must cover 100 percent of the quantity for each offered lot; partial-lot bids are non-responsive unless expressly permitted. Bid security is required at 2 percent of the estimated cost for each lot, ranging from Rs. 44,000 for Brinjal to Rs. 800,000 for Sorghum-Sudan Grass.
Bids shall be submitted electronically through the Punjab eProcurement System platform. The bidding document is available without fee from the Punjab PPRA/Punjab eProcurement System. Technical proposals will be opened on 28.09.2026 at 11:30 AM, with financial proposals of only technically responsive bidders opened following publication of the technical evaluation report and completion of the grievance period.
