The Directorate General of Archaeology, Punjab invites sealed proposals for engaging an experienced Individual Consultant to provide professional support in administration and financial management functions. The assignment encompasses strengthening administrative systems and internal controls, improving efficiency in office administration and records management, ensuring compliance with applicable Government rules and financial procedures, supporting budgeting and expenditure monitoring, facilitating timely response to audit observations, and providing professional assistance in administrative and financial matters as directed by competent authority. The consultant will assist in preparation and monitoring of annual budget estimates, maintain procurement records and contract files, assist in documentation of procurement proceedings in accordance with PPRA Rules, monitor contractual timelines, and support preparation of compliance reports relating to procurement matters. The assignment is for twelve months commencing from the date specified in the contract, with possible extension subject to satisfactory performance, continued requirement of services, budgetary availability, and approval of the competent authority. The maximum budget available is Rs. 5,000,000 inclusive of all applicable taxes and duties. This is a specialized engagement requiring deep expertise in institutional financial management and regulatory compliance within the Pakistani Government context.

This is a 12-month individual consultant role for administrative and financial management support at a provincial archaeology directorate.
The position requires minimum 20 years of progressively responsible experience in administration, accounts, finance, or institutional management, plus a Master's degree in MBA, MPA, Public Administration, or related discipline. The budget is fixed at Rs. 5 million. The role is technically specialized, focusing on government compliance, procurement procedures, audit response, and financial controls — suitable for retired senior government officials or experienced institutional administrators. Extension is possible but not guaranteed. This is a one-off engagement rather than a recurring contract.
Who can bid: Applicants must hold a Master's degree in MBA, MPA, Public Administration, Management Sciences, Social Sciences, or equivalent qualification from an HEC-recognized institution. Minimum 20 years of progressively responsible experience in administration, accounts, finance, operations, or institutional management is required. Preference given to candidates with experience working with Government Departments, Semi-Government Organizations, Autonomous Bodies, Public Sector Projects, or donor-funded programmes. Active NTN and taxpayer status required. Affidavit on stamp paper confirming no blacklist status from any government organization must be submitted.
