Description / Scope of Work
The Government of Sindh through the School Education & Literacy Department is procuring transaction advisory services to support the establishment of 300 Early Childhood Care and Education (ECCE) Centers across Sindh under a public-private partnership model. The project envisages converting existing government model schools into modern, child-friendly learning environments managed through concession arrangements with qualified Educational Management Organizations (EMOs) and private entities. The transaction advisor will be responsible for structuring, documenting, and facilitating the proposed PPP transaction, including preparation of procurement and concession documents, financial structuring, risk allocation, key performance indicators (KPIs), and support through the procurement and contract award process. This assignment is being tendered by the PPP Node, School Education & Literacy Department in Karachi, Sindh province.
Eligible bidders must qualify both eligibility and technical evaluation criteria as detailed in the Request for Proposals document, along with all other terms and conditions supported by documentary evidence as per the Sindh Public Procurement Rules 2010. Bidders are required to submit a bid security of PKR 1,000,000 (one million Pakistani rupees) in the form of a pay order, demand draft, or bank guarantee issued by a scheduled bank of Pakistan, valid for twenty-eight days beyond the bid validity period. The bid must be submitted electronically through the e-PADS system and remain valid for ninety days from the submission deadline.
Prospective bidders may obtain the Request for Proposals free of cost with effect from 1 September 2026 by submitting a written application during office hours or downloading from the SELD website (https://seld-pppn.gos.pk), SPPRA e-PADS (https://sindh.eprocure.gov.pk), or PPP Unit portal (https://www.pppunitsindh.gov.pk). Electronic bid submission is required with one original technical proposal and one original financial proposal, along with supporting documents, to be submitted by 15:00 hours (PST) on 2 October 2026. Technical proposals will be opened on the same date at 15:30 hours (PST) in the presence of bidder representatives. A pre-bid conference is scheduled for Friday, 11 September 2026 at 15:00 hours at the SE&LD Committee Hall, 4th Floor PNSC Building, M.T Khan Road, Karachi.
