Description / Scope of Work
UNDP Pakistan is seeking an individual consultant to serve as a National Biodiversity Expenditure Review (BER) Expert. The assignment involves conducting a comprehensive review of biodiversity-related public expenditures across Pakistan's federal and provincial governments. The consultant will be home-based with travel to Islamabad and provincial locations as needed for consultations, data collection, and validation workshops. The contract runs for three months from signature, encompassing a total of twenty working days of active engagement. All travel, meeting, and logistic costs must be incorporated into the financial proposal, with UNDP covering only unforeseen travel approved in advance.
Prospective applicants should note that this is an individual contractor (IC) position managed through UNDP's Quantum supplier portal system. Bidders must register or log in to the portal using the reference number UNDP-PAK-01706 to access the full terms of reference and submit their proposals. Clarifications should be requested in writing through the portal's messaging functionality, and UNDP will respond without disclosing the source of the inquiry.
Proposals must be submitted directly through the UNDP Quantum portal by the deadline of 3 September 2026 at 06:00 AM New York time. The Procurement Unit at Pakistan.procurement.info@undp.org is available for procedural queries. Interested candidates are advised to review the user guide and complete supplier registration if not already done in the Quantum system before submission.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a specialized short-term consultancy for biodiversity finance analysis in Pakistan, requiring expertise in public expenditure tracking and environmental accounting.
The assignment spans three months with only 20 billable days, indicating episodic engagement rather than continuous deployment. Key consideration: the 2026 closing date appears future-dated; verify currency before investment in proposal preparation. The home-based model with provincial travel suggests the ideal candidate is Pakistan-based or regionally positioned. This is a one-off technical review, not a framework or recurring contract.
Who can bid: Typically, individual consultant positions under UNDP require: tertiary qualification in relevant field (environmental economics, public finance, or biodiversity); demonstrated experience in government expenditure analysis; familiarity with Pakistani government structure and budget processes; valid tax identification and professional credentials. No specific registration body (PEC, SECP) is mentioned; eligibility is merit and background-based.
