Description / Scope of Work
The Higher Education Department in Muzaffarabad, Federal Government invites sealed bids from well-reputed and registered testing service firms to conduct recruitment examinations for regular posts ranging from BPS-07 to BPS-15. This procurement is conducted under the Single Stage Two Envelope procedure following the Quality and Cost Based Selection method as per AJK Public Procurement Rules 2017. The selected firm will be responsible for a comprehensive scope of services including the publication of advertisements, receipt and processing of applications, shortlisting candidates, secure printing of question papers, and the assessment and preparation of final results. Eligible firms must be recognized in Pakistan or AJ&K and listed on the Active Taxpayers List of FBR or AJ&K CBR. Interested bidders can obtain the official bidding documents until 4:00 PM on 21 May 2026 for a non-refundable fee of 5,000 Rupees. A bid security of 200,000 Rupees is required to be submitted with the technical proposal. The successful bidder will enter into an open framework agreement to manage testing arrangements across divisional headquarters.
