Description / Scope of Work
The Highways Division Neelum of the Communication & Works Department in Neelum, Azad Jammu & Kashmir invites electronic bids for the construction, improvement, reconditioning, and blacktopping of 30 km of link roads under LA-25. This extensive infrastructure project is divided into multiple packages, including work on link roads for Showi to Kareemabad, Sardari, Marnat Bala, and various other vital routes within the district. The scope of work involves significant civil engineering tasks including earthwork, road surfacing, and structural improvements to enhance regional connectivity. Eligible contractors must be licensed by the Pakistan Engineering Council for the fiscal year 2025-26 with a specialization code of CE-01 and must have a valid endorsement from the C&W Department of AJ&K. Bidding is conducted through a single-stage single-envelope e-bidding system. Interested firms must upload their technical profiles in PDF format and submit original bank receipts and hard copies of the bidding documents within 48 hours of the electronic opening. The final deadline for e-bid submission is 10 June 2026. This project represents a major investment in the transport infrastructure of the Neelum Valley to facilitate safer and more efficient travel.
