Description / Scope of Work
The Capital Development Authority (CDA), Market & Roads Maintenance North division, invites sealed electronic bids from eligible contractors for the procurement of works related to Arrangements for Monsoon Market & Road Maintenance Directorate CDA (RRC-2026). The estimated contract value is Rs. 24,346,150 with an earnest money requirement of Rs. 730,385. This maintenance contract covers seasonal monsoon-related works for market and road infrastructure within Islamabad, Federal territory. Bid documents are available on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform at the specified URL, and all interested bidders must register on EPADS v2.0 to participate in the electronic bidding process.
The procurement follows the Least Cost Based Selection (LCBS) technique under the Public Procurement Rules 2004. All bids must be accompanied by bid security in the form of a Pay Order, Call Deposit, or Call at Deposit, or alternatively by bid securing declaration as specified in the bidding documents. Bidders must upload scanned copies of bid security on EPADS with original documents to be submitted on 07.08.2026 against the firm's account. If the total bid amount falls more than 10% below the NIT amount, bidders must submit additional performance security equal to the difference. Bids lacking required performance security shall be rejected.
Electronic bids prepared according to bidding document instructions must be submitted through EPADS v2.0 on or before Monday, 10 August 2026 at 11:00 AM. E-bids will be opened publicly on the same day at 11:30 AM in the presence of authorized bidder representatives at the office of Director Market & Roads Maintenance, CDA, Old Naval Headquarters, Room No. 40, Sector G-6, Melody, Islamabad.
