Testing Agency Hiring for BPS-07 to BPS-15 Recruitment Tests in Food Department

The Food Department, Government of Azad Jammu & Kashmir, invites sealed bids and proposals from well-reputed registered public and private sector testing agencies duly recognized in Pakistan to conduct recruitment tests for regular posts in the Food Department, Azad Jammu and Kashmir. The recruitment covers positions from BPS-07 to BPS-15 across multiple divisions and districts of AJK. This is a single-stage, two-envelope procurement process governed by Rule 36(b) of AJ&K PPRA Rules, 2017. Bids must be submitted before 12:00 p.m. on 3rd June 2026, with technical proposals to be opened the same date at 12:30 p.m. The successful bidder will be responsible for arranging and conducting tests at all Divisional and District Headquarters of Azad Jammu and Kashmir within the stipulated period as per the signed agreement.

Eligible testing agencies must be registered with the Securities Exchange Commission of Pakistan (SECP) if established in the private sector. Applicants must demonstrate a minimum of five years' experience in conducting recruitment tests in the headquarters of Azad Jammu and Kashmir for public sector organizations. The agency must possess an NTN and STRN issued by the Inland Revenue Department, GoAJ&K, AJK-CBR. Prospective bidders must submit an affidavit on stamp paper, duly signed by the head of the testing agency, confirming that the agency has not been blacklisted by any government office. The bidder is responsible for arranging suitable test centers at all Divisional and District Headquarters of AJK and other specified locations.

Bid documents can be obtained against a non-refundable fee of Rs. 5,000 from the Food Secretariat, Block No. 05, New Civil Secretariat, Chatter Domail, Muzaffarabad, AJK on any official working day from Monday to Friday. The rate fee for holding recruitment tests should be quoted inclusive of all taxes, with 100 percent of costs to be paid by candidates. These rates shall remain valid until completion of the recruitment process. The Authority reserves the right to reject any or all bids at any time prior to acceptance under Rule 33 of PPRA Rules, 2017.
