Description / Scope of Work
The Pakistan National Shipping Corporation (PNSC), CA & Shares Department invites sealed competitive bids through the e-Pak Acquisition and Disposal System (EPADS v2.0) for the appointment of a Shares Registrar (R/TA) to provide non-consultancy services. This procurement is planned for the financial year 2025-26 with reserved funds allocated to cover eligible payments under the service contract. The engagement will be executed on a national basis following the Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004. The office of PNSC is located at the 14th Floor, PNSC Building, M.T. Khan Road, Karachi, Sindh province. Bidders must be eligible vendors registered on EPADS v2.0 and shall meet all prescribed eligibility criteria outlined in the bidding document. All bids must be accompanied by bid security in the form of a Pay Order or Bid Securing Declaration as prescribed in the tender conditions. Detailed bidding documents containing comprehensive terms, conditions, specifications, scope of work, price schedule, and all required forms are available on the official EPADS portal at https://vendors.epads.gov.pk/. Electronic bids must be submitted through EPADS v2.0 on or before Tuesday, June 9, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Manual submission of bids will not be accepted. Vendors not yet registered on EPADS v2.0 may complete registration at https://vendors.epads.gov.pk/ with assistance from the available tutorial. For grievance redressal matters, the Grievance Redressal Committee (GRC) notification is available on the procuring agency's website and EPADS v2.0.
