Description / Scope of Work
Embarkation Headquarters of the Pakistan Navy invites quotations from security-cleared freight forwarders for airlifting one complete engine assembly unit to Singapore. The shipment comprises a single package weighing 900 kilograms with dimensions of 235 x 95 x 125 centimeters, with an estimated value of Rs. 555,588,000. The consignee is M/s Pratt & Whitney Canada (S.E.A) Pte Ltd located in Singapore's Loyang Industrial Estate. This high-value procurement falls under Sindh province and requires immediate execution with strict handling protocols. The cargo is classified as general cargo with no IMCO codes applicable, and must be handled with care during the entire shipment process.
Only freight forwarders registered with and security-wise cleared by the Directorate General Defense Procurement (DGDP) are eligible to participate in this tender. Bidders must submit quotations in Pakistani Rupees only with a validity period of 90 days. The notice explicitly states that no NOC or No Claim Certificate will be provided by the issuing authority if required by the airline due to the high value of the cargo at any stage of shipment. Once approval is accorded to the firm quoting the lowest rates, that firm is legally bound to execute the shipment; failure to do so will result in penalties including blacklisting.
Quotations must be submitted in hard copy format using double envelopes addressed to Lt. CDR Muhammad Waqas PN, Commander Embarkation Headquarters, at Naval Store Sub Depot (NSSD), West Wharf Road, Karachi, by 10 August 2026 at 10:00 AM. Sealed bids will be opened at 10:30 AM on the same date. All participating firms must write the item name and shipment weight on the outer envelope for proper identification. Interested bidders should contact the office via telephone at 021-48508889-48508886 or email exoehq@paknavy.gov.pk for any clarifications or to obtain additional shipment details.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Pakistan Navy seeks airlift services for a single 900-kg high-value engine assembly (Rs. 555.6 million) destined for Singapore. Sole eligibility requirement is DGDP security clearance; typical freight forwarders operating in Pakistan with such clearance may qualify. Notable constraint: the notice prohibits issuance of NOC/NCC certificates for airline claims, shifting liability risk entirely to the winning bidder. This is a one-off shipment with extremely tight timeline (less than 90 days from publication to closure) and binding execution clause upon award.
Who can bid: Only DGDP-registered and security-wise-cleared freight forwarders may bid. Bidders must be authorized air freight operators. The notice does not specify NTN or SECP requirements, though typically Pakistani freight forwarding firms require SECP registration, valid NTN, and active business licensing. Security clearance from DGDP is mandatory and non-negotiable.
