Description / Scope of Work
Urban Area Development Authority, D.I. Khan invites sealed bids through the E-Pak Acquisition and Disposal System (EPADS) for the supply and installation of HDPE pipes for water network infrastructure development. The project is part of the Provision of Water Supply and Sanitation in Urban Area Development Authority, District Khyber Pakhtunkhwa Phase-I under ADP reference 240244. The estimated cost of this procurement is 65 million rupees, with the scope of work to be executed in D.I. Khan, Khyber Pakhtunkhwa province. Bidders are required to submit their proposals on a percentage above or below the Engineer's cost estimate as specified in the Bill of Quantities.
Eligible bidders must be registered with E-Pak Acquisition and Disposal System (EPADS), Pakistan Engineering Council (PEC) for 2025-2026, Khyber Pakhtunkhwa Revenue Authority (KPRA) with active status, Federal Board of Revenue (FBR) with active NTN, and enrolled with the Provincial Enlistment Committee KP and UADA D.I. Khan for the current year. The minimum PEC category required is C-4 and above with special code CEO 9 or CEO 9(ii). Bidders must submit earnest money equal to 2 percent of the estimated cost and a bidding document fee of 5000 rupees through registered post or courier to the Director, UADA D.I. Khan on or before 02-06-2026 by 4 PM.
Bid Solicitation Documents including contract data and Bill of Quantities can be downloaded from the EPADS website at http://www.eprocure.gov.pk/ from 17-05-2026 onwards. Technical bids downloaded from EPADS must be uploaded before the submission deadline of 03-06-2026 at 11:00 AM. Technical bid opening will occur on 03-06-2026 at 12:30 PM in the presence of bidders or their representatives. Financial bids of only technically responsive and qualified bidders will be opened on a date to be notified later. All bids must be readable and complete; incomplete, disfigured, overwritten, handwritten, conditional, or late submissions will be rejected. Bid validity is 90 days from the date of tender opening.
