Description / Scope of Work
The Ministry of Foreign Affairs, Government of Pakistan, invites sealed bids from experienced and well-reputed firms registered with the Income Tax and Sales Tax authorities for the renewal of Email communication software Zimbra Network Edition licenses. This tender is issued under reference IFT-1/2022-(Email) and covers the procurement of software licenses required for the Ministry's email communications infrastructure. The scope includes renewal licensing terms for the specified software edition, with the procurement being conducted through the E-PADS electronic bidding system managed by the Government of Pakistan. Interested bidders must be properly registered with relevant tax authorities and possess the necessary credentials to participate in government procurement activities.
Participation requires bidders to register electronically on the E-PADS portal at https://eprocure.gov.pk/supplier/registration. Firms must be registered with the Income Tax and Sales Tax authorities of Government of Pakistan. The bid security amount is fixed at 65 percent of the total quoted amount, payable in favor of the Ministry of Foreign Affairs. Bidders must follow the single stage two envelope procedure, clearly marking both envelopes separately with the words TECHNICAL PROPOSAL and FINANCIAL PROPOSAL before sending them together in a single package. Original bids must be submitted electronically through E-PADS only, with hard copies submitted through authorized representatives to Room No. 251, 2nd Floor, SYKB, Islamabad.
Bidding documents containing detailed terms and conditions are accessible through the E-PADS portal. Bids must be submitted on or before 08 June 2026 at 1130 hours, with opening scheduled for 1200 hours on the same day. The tender documents are also available on the PPRA website. The Ministry of Foreign Affairs reserves the right to accept or reject all bids in accordance with PPRA rules.
