Description / Scope of Work
The Project Management Unit of E-Pak Acquisition and Disposal System (PMU-EPADS) under the Federal Public Procurement Regulatory Authority (PPRA) invites bids for the hiring of a resource augmentation firm to provide non-consultancy services in support of EPADS operations. This is a national-level procurement using a Single Stage-Two Envelope bidding process. The engagement is intended to augment the human resource capacity of PMU-EPADS in Islamabad Capital Territory with qualified professionals across various positions as specified in the scope of work. Bidders must demonstrate capability to provide experienced staff with relevant qualifications and expertise in areas aligned with EPADS system requirements.
Eligible bidders must be registered firms or companies capable of providing resource augmentation services in Pakistan. Bidders are required to submit a bid securing declaration as part of their bid submission. The document specifies detailed eligibility criteria including financial standing, experience with similar contracts, and absence of historical non-performance or litigation. All proposed human resources must include comprehensive CVs, position-wise salary breakdowns, and evidence of qualifications. Bidders must also provide documentation of past experience and completed contracts demonstrating their capability to deliver quality staffing services.
Bid documents are available from the PMU-EPADS office located at Office # 201(B), Second Floor, Evacuee Trust Complex, F-5/1, Islamabad, Islamabad Capital Territory. Sealed bids must be submitted in two envelopes containing technical and financial proposals respectively. The closing date for bid submission is June 10, 2026.
