Railway Estate Development and Marketing Company (BEDAMCO), a subsidiary of the Ministry of Railways and a state-owned enterprise, invites sealed bids for the establishment and operation of educational institutes along with allied facilities on railway land in Pakistan. The tender is for a twenty-one year lease period with an eighteen month mobilization window from the date of possession. Two prominent locations are being offered: Islamabad Margalla Station Yard Plot A comprising 25,200 square meters in the Rawalpindi Division at coordinates 33°38'41.13"N, 73°13'34.65"E with a benchmark annual rental of 56 million Pakistani rupees, and Margalla Station Yard Plot II spanning 27,600 square meters at 33°39'42.26"N, 73°2'2.36.83"E with a benchmark annual rental of 68 million Pakistani rupees. Both sites are strategically located to serve educational needs in the federal capital region.
Eligible bidders must submit technical and financial proposals demonstrating capacity to develop and operate educational institutions including schools, colleges, universities, or professional training facilities. Bid security equal to three percent of the benchmark annual rental per annum is mandatory for each site submission separately. The bidding process follows PPRA Rules 2004 with provisions for refundable processing fees of twenty thousand Pakistani rupees for each location when submitted in the shape of bank drafts payable to Railway Estate Development and Marketing Company (Private) Limited.
Bid documents are available on the BEDAMCO website at www.redamco.com and can be obtained from the address provided in the tender notice. Pre-bid meeting is scheduled for August 4, 2025 via Zoom. Sealed bids must be submitted by June 11, 2026 at 12:30 PM at the REDAMCO Head Office. Technical bids will be opened on the same date at 12:30 PM in the presence of bidders or their authorized representatives, with financial bids opening on June 18, 2026 at 12:30 PM.
