Description / Scope of Work
The Capital Development Authority invites electronic bids from eligible contractors for the procurement of work on a Traffic Management Solution at Kashmir Chowk Murree Road in Islamabad, Federal Province. This procurement is conducted under the Procurement and Contract Agreement-I framework using the e-Pak Acquisition and Disposal System version 2.0 (ePADS v2.0) and follows the Single Stage-Two Envelope procedure with Least Cost Based Selection technique in accordance with the Public Procurement Rules 2004. Bidders must be registered with the Pakistan Engineering Council in Category C-I or above to participate in this project.
Eligible bidders are those registered with the Pakistan Engineering Council at Category C-I level or higher. All bids must be accompanied by bid security as specified in the bidding documents, provided in the form of a Pay Order or Call Deposit. Bidders are required to obtain themselves registered on the ePADS v2.0 platform prior to submitting their electronic bids. The procurement follows standard public procurement regulations and any relevant guidelines issued by the Authority.
Bidding documents containing detailed terms, conditions, specifications and requirements are available on the ePADS platform at https://vendors.epads.gov.pk/ for all registered bidders. Electronic bids prepared in accordance with the bidding document instructions must be submitted through ePADS v2.0 on or before Wednesday, 12 August 2026 at 11:30 AM. Bid opening will occur on the same day at 12:00 PM through ePADS v2.0; manual submissions are not accepted.
