Description / Scope of Work
The Ministry of Foreign Affairs, Government of Pakistan, Islamabad, invites sealed bids from experienced and well-reputed firms registered with Income Tax and Sales Tax authorities for the renewal of Email communication software Zimbra Network Edition licenses. This tender, referenced as ICT-1/1/2022-(Email), covers the supply and renewal of software licenses required for the ministry's email infrastructure and communication systems. The tender is advertised on the PPRA website as well as through the electronic procurement platform E-PADS (E-Procurement Automated Disposal System) to ensure transparency and broad participation from qualified vendors.
Prospective bidders must be registered with the Income Tax and Sales Tax authorities of Pakistan and possess relevant experience in providing similar software licensing solutions. Interested firms are required to register themselves electronically on the E-PADS portal through https://eprocure.gov.pk/supplier/registration to participate in the tender process. The tender follows a single-stage two-envelope procedure, wherein bidders must clearly mark envelopes as TECHNICAL PROPOSAL and FINANCIAL PROPOSAL, then seal both envelopes in a single package. Bid security in the amount of five percent of the total quoted amount must be submitted in favour of the Ministry of Foreign Affairs.
Bidding documents containing detailed terms and conditions are accessible through the E-PADS portal. Electronic bids prepared in accordance with instructions must be submitted through E-PADS only, while original bid security documents must be submitted in hard copy form through legally authorized representatives at the address specified by the ministry on or before 08 June 2026 at 1130 hours, with bid opening scheduled for the same day at 1200 hours. The Ministry of Foreign Affairs reserves the right to accept or reject any or all bids in accordance with PPRA Rules.
