Description / Scope of Work
The District Development Committee Kasur invites sealed bids for the installation of hybrid solar systems across four judicial facilities in Punjab. The tender comprises four separate work packages: Civil & Session Courts Kasur with 125-kilowatt hybrid solar system estimated at Rs 23,753,400; Judicial Complex Chunian with 48-kilowatt hybrid solar system estimated at Rs 12,980,000; Civil Session Court Kot Radha Kishan with 25-kilowatt hybrid solar system estimated at Rs 7,398,600; and Judicial Complex Pattoki with 48-kilowatt hybrid solar system estimated at Rs 13,224,000. All works are to be completed within one month from contract award. The procurement is conducted through the EPADS (E-Pak Acquisition and Disposal System) platform in accordance with Rule 38 Single Stage Two Envelope bidding procedure on approved DNIT item rates.
Eligible bidders must be registered with the Pakistan Engineering Council in category C3 and above with relevant solar energy specialization codes EE-11 and CE-01. Bidders must maintain valid business registration from SECP or equivalent authority, active income tax and provincial sales tax certificates, and must have at least ten years of experience in relevant solar project execution. Joint ventures are permitted provided the lead partner meets C3 registration requirements; foreign firms are not allowed. Bidders must submit a non-judicial stamp paper affidavit confirming no litigation history in the past ten years, no blacklisting by government agencies, and no settlement of disputes. Earnest money of five percent of estimated project cost must accompany the bid submission as a CDR or bank draft.
Bid documents comprising technical and financial proposals must be submitted separately on EPADS by 11:00 AM on 10 June 2026. Technical bids will be opened the same day at 11:30 AM in the office of the District & Sessions Judge, Kasur, in the presence of bidder representatives. Financial bids will be opened after technical evaluation is completed. All bid pages must be signed and stamped by authorized representatives. The bid validity period is 180 days from submission date.
