Description / Scope of Work
The Public Health Engineering Division Mohmand invites technical and financial proposals under the EPAD System (single-stage two-envelope method) from pre-qualified firms for the construction, solarization, and rehabilitation of drinking water supply schemes across Mohmand District in KPK. The scope encompasses supply, installation, testing and commissioning of solar-based pumping machinery systems. Three major projects are advertised under AIP Program and ADP funding (2026-27): Project 1 covers construction and solarization of new DWSS including gravity-based schemes under ADP No. 247/195177, with schemes at Douday Kallay Qallagai, Sheikh Baba Safi and Ali Form House. Project 2 involves construction or rehabilitation of DWSS under ADP No. 248/200103, covering Shenwari Safi and Spenkay Tangay schemes. Project 3 focuses on rehabilitation and revitalization of existing DWSS under ADP No. 249/200104, including Ziarat kalay Safi, Gagezai and Kamalay Halimzai schemes. Technical specifications and design parameters for pumping machinery are detailed in the bidding documents available from the Executive Engineer's office on any working day.
Bidders must be pre-qualified firms notified by the Chief Engineer PHED Khyber Pakhtunkhwa. All firms and bidders must be registered with Khyber Pakhtunkhwa Revenue Authority. Bids must include a Bill of Quantities showing sales tax bifurcation details (duly filled) received wide KPPRA Notification No.S.R.O (10) vol:1-18/2020 dated 10.02.2021. Bid security, additional security and detailed rate analysis must be submitted per KPPRA Notification No.S.R.O (14) Vol: 1-24/2021-22/6058-7) dated 10 May 2022. Earnest money equivalent to 2% of the engineer estimate should be deposited as call deposit in the name of the Executive Engineer PHE Division Mohmand.
Bids sealed in separate envelopes must be submitted through courier services to the Executive Engineer PHE Division Mohmand by 20 August 2026 before 12:00 noon. Technical bids will be opened at 12:30 PM on the same date in the presence of bidders or their representatives. Financial bids opening date will be intimated separately. All design should conform to standard specifications per SO (B)11-10/Solar-Panel/PHE/2025-26/C-W/D- dated 30/07/2025.
