Description / Scope of Work
The Engineering Development Board invites pre-qualification applications from national and international suppliers for the fast-track adoption and supply of 100,000 electric bikes (EV2-wheelers) under the National Electric Vehicle Policy 2025–30 PAVE Program. This procurement is planned for fiscal year 2026-27 with reserved funds allocated for eligible payments under the contract. The scope encompasses on-demand supply of electric bikes through subsequent contract award to successful bidders following a single-stage, one-envelope bidding process. The project is being administered at the federal level from the Engineering Development Board office located at 5-A Constitution Avenue, Islamabad, Islamabad Capital Territory.
Interested applicants must meet specified eligibility and qualification criteria including financial capacity, net worth, past experience with completed contracts, and average annual turnover requirements as detailed in the pre-qualification documents. All bidders, whether local or international, must fulfill the mandatory requirements outlined in the Pre-qualification Data Sheet and provide evidence of technical and financial capability to deliver the required quantity of electric bikes according to standards and specifications.
Pre-qualification documents are available through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for download and review during business hours. Only pre-qualified applicants will be eligible to participate in the subsequent Invitation to Bid, with contract agreements expected to be signed between the Engineering Development Board and selected suppliers following the formal bidding process.
