Description / Scope of Work
The Capital Development Authority (CDA) invites electronic requests for technical and financial proposals for the purchase of ambulances for the Capital Emergency Service in Islamabad. This procurement is conducted under the Single Stage Two Envelope Procedure as per Rule-36(b) of the Public Procurement Rules and Authority (PPRA). The tender is open to authorized dealers and manufacturers who are duly registered with PPRA on EPADS and possess valid NTN registration with the Federal Board of Revenue (FBR). The scope encompasses supply and delivery of ambulances to support emergency medical services operations under CDA jurisdiction in Islamabad, Federal Territory.
Eligible bidders must be authorized dealers or manufacturers with proven registration credentials on the EPADS platform and FBR tax registration. All bidders are required to submit technical bids accompanied by a bid security of Rs. 10,000 (Million) in the form of a pay order or CDR issued in favor of the DDO (Procurement & Contracts), CDA. Prospective bidders shall upload a scanned copy of the bid security on E-PADS and present the original pay order or CDR at the time of technical bid opening. Bidders must demonstrate their eligibility and qualification as detailed in the official bidding document.
The complete electronic bidding document containing detailed requirements, terms, and conditions is available to registered bidders on EPADS at www.eprocure.gov.pk. Bids must be submitted online through E-PADS before June 17, 2026 at 11:30 AM. Technical bids will be opened on the same day at 12:00 PM in the office of the Director (P&CA-II), Room No. 31, First Floor, Block-03, CDA Headquarters, G-7/4, Islamabad, in the presence of authorized bidder representatives.
