Description / Scope of Work
The Capital Development Authority (CDA) invites sealed bids from firms registered with the Pakistan Engineering Council (PEC) holding valid Registration Certificate in Category C-5 or above with project code for the year 2025-26 for the construction of the Al-Qadir Centre of Excellence at Pakistan Anti-Corruption Academy located in Sector G-5, Islamabad. The estimated cost of the work is Rs. 20,689,062.00 with an earnest money requirement of Rs. 620,672.00. This single-stage two-envelope bidding process is open to firms that can demonstrate their technical qualifications and financial capacity as specified in the bidding documents.
Eligible bidders must be registered with PPRA as vendors through e-PADS and hold the mandatory PEC category and project code for 2025-26. Bids must be accompanied by bid security in the form of Call Deposit CDRs issued by scheduled banks in favor of Deputy Director, Sector Development Division-II, CDA. A judicial stamp paper affidavit worth Rs. 500 for non-blacklisting and non-relations to CDA officials and semi-government employees is required. The prospective bidders are mandated to submit their bids online through e-PADS at http://eproc.cda.gov.pk before the opening date in accordance with Public Procurement Rules 2004.
Bidding documents are available on the PPRA e-PADS portal before the given deadline. Technical bids will be opened publicly on June 17, 2026 at 11:00 AM in the presence of procurement committee and bidders at the office of the Director, Sector Development, CDA located at Room No. 152 (old naval headquarters), G-6, Markaz, Islamabad. Bids received after three working days before the opening date will not be accepted.
