Description / Scope of Work
The Capital Development Authority invites electronic bids on a single-stage two-envelope basis for outsourcing operations, maintenance, and transfer (OMT) of Gandhara Heritage and Citizens Club F-9 in Islamabad, Federal Pakistan. This procurement is conducted under PPRA Rule 36(b) for well-reputed firms meeting specified eligibility and qualification criteria outlined in the RFP Documents. The estimated bid security requirement is Rs. 2,000,000. The project involves comprehensive facility operations and maintenance services for a heritage property in the federal capital, with detailed scope and specifications provided in the Electronic Bidding Document (RFB).
Prospective bidders must be registered and well-reputed firms capable of demonstrating relevant experience and qualifications as outlined in the RFP. Technical Bids must be accompanied by Bid Security in the form of Pay Order or CDR in favor of DDO (P&C), CDA. Bidders are required to upload a scanned copy of their Bid Security on E-PADS and provide the original pay order or CDR at the time of opening of technical bids. All bidders must be properly registered on the E-PADS platform to participate in this procurement process.
The Electronic Bidding Document containing detailed requirements, terms and conditions will be available for registered bidders on E-PADS at www.eprocure.gov.pk from 10th June 2026. Prospective bidders must submit their bids online through E-PADS at http://eprocure.gov.pk on or before 2nd July 2026 at 1200 hours as per e-Pak regulations 2023. Manual bids shall not be accepted. Electronic technical bids will be opened at 12:30 hours on the same day in the office of Director (P&CA-II), Room No. 31 (First Floor), Block 03, CDA Headquarters G-7/4, Islamabad in the presence of bidders' authorized representatives. Notification of the GRC constituted under Public Procurement Rules 2004 will be provided on E-PADS.
